FREQUENTLY ASKED QUESTIONS

A “city,” “borough,” “township,” “town,” etc., as well as an unincorporated area of a county, is referred to in the TownScore™ Report and StateScore™ Report as a “town,” which is a resident’s most local form of government. States have their own designations of local government types, and they are generally not related to population size. Many “cities” have smaller populations than “towns.” Census-designated places and most villages are not “towns.”

TownScore™ and StateScore™ inform residents about the quality of local and state services and the current and future Tax & Fee Burden. A bond rating informs bondholders about a town or state’s ability and propensity to pay interest and principal on a bond. A tax increase may be good for a bondholder and improve a bond rating, but bad for a resident and cause a TownScore™ or StateScore™ to decline.

All taxes in the TownScore™, StateScore™, and other metrics in the Reports include only personal taxes.

Data in TownScore™ and StateScore™ Reports is based on proprietary methods of analysis using the latest available public data from municipalities, counties, private providers of essential services, state governments, local, state, federal, and other agencies, and elsewhere.

TownScore™ and StateScore™ Reports are updated quarterly. Updated Reports will reflect all new information that may change a Score or any other metric in the TownScore™ or StateScore™ Reports.

No. TownScores™ can be higher in low-income towns than in high-income towns. TownAlpha™ further neutralizes the impact of wealth by controlling for home prices. TownScore™ evaluates the quality of local services and the current and future Tax & Fee Burden. Because personal budgets matter, taxes and fees are measured as burdens, meaning as a percent of residents’ personal income. Therefore, towns with equivalent services and current and future taxes but lower incomes than other towns will have lower TownScores™.

Town-level metrics in the TownScore™ Report reflect all county activity, including taxes levied, fees charged, services provided, and the county’s associated liabilities and obligations.
